A push alert travels from the app's server through the phone maker's push service to your phone. Any part of that route can slow it down.
The server decides to send, the push service delivers, and the phone shows it. Each step has its own timing. Nothing in the app can speed up the middle part.
A Focus mode, Low Power Mode or restrictions on background activity can delay or hide a notification. Check that the app is allowed in the Focus you use.
A weak connection, or a short problem at the push service, can hold an alert back. These are outside any app's control.
Alerts are a convenience, not a guarantee of timing. For something critical, look at the situation yourself as well. A late alert is still useful as a prompt to look.
Pulse Radar's alerts can be late for these reasons, so treat each one as a prompt to look, not as a guarantee of timing. Open Pulse Radar
