If notifications are switched off for an app, none of its alerts can reach you, however well they are set up. The switch is in the phone's settings.
Notification permission is asked once, and a quick 'Don't allow' is easy to tap. It can also be turned off later, by accident. Many people never notice.
Open Settings, tap the app, tap Notifications and switch on Allow Notifications. Alerts work again right away. It takes a few seconds.
A Focus mode or Low Power Mode can hold alerts back or delay them. Check that the app is allowed in the Focus you use.
A good app shows clearly when notifications are off, and says what that means: that you will not receive alerts. That saves a long search.
